A property i am interested is under government leasing. What does this mean?

How is leasing to government different from private leasing? The contract is scheduled to review every 3 years. This means after the contract is expired, i am free to do anything I want with it?
I live in sydney but I just want to know what you can say. Sincere answer only please. And I appreciate your help in advance.

  1. of course that is different from private leasing, that lease will be undertaken by government and that means active body will be government.
